Harvesting some of the 3 million salmon that Cooke Aquaculture placed in Cobscook Bay pens in 2006 are workers at a site in South Bay, Cooke plans to reopen either its Machiasport or Eastport processing plant to handle the fish raised in Maine waters. Nell Halse of Cooke Aquaculture explains, "When we have a processing plant -- that is what we are missing -- we will have a whole cycle.
